In affirming a district court decision, the U.S. Court of Appeals found that certain family planning regulations issued by the Secretary of the U.S. Department of Health and Human Services were invalid because they were inconsistent with congressional intent and had no statutory support. These regulations required providers of family planning services receiving Title X funds to notify parents or guardians within ten days of providing prescription contraceptives to unemancipated minors.
