As a result of globalization, Japan`s local governments faced new social problems, such as down-sizing and ageing. In this context, the governments should reconstruct their strategy in order to survive in the global age. The local government executives promoted the international exchange activities, such as sister city ties, by providing information to interested parties and helping to introduce prospective exchange partners in the past. Nowadays, in order to promote greater mutual understanding, the local governments also cooperate with the development of activities of foreign local governments through various programs, such as general administration, agriculture, and environmental protection. This paper explores backgrounds and conditions from which the development of Japanese local government's new foreign diplomacy comes out. Also the paper examines the present situation of the diplomacy. And the paper delves into the practical implications of the local government's diplomacy in terms of policy-making.
