A Study on Characteristics and Implication of Farm Assistance Programs in the 2008 USA Farm Bill

The US new fram bill, officially titled the Food, Conservation, and Energy Act of 2008was enacted in June 18, 2008. The new farm bill replacing 2002 farm law will govern US farm policiesthrough 2012. The major provisions of new farm bill includes a wide range of support programs for individualcommodity, conservation, trade, rural development, forestry etc. Basically the new farm billshows the expansion of the US government support on farm sector rather than before although, in manyways, the new bill follows the 2002 farm bill. The 2008 farm bill strengthened the farm income supportwhich were in the previous farm bill, and newly introduced additional programs to enhance the farmincome safety. US farmers' income is likely to be secured and stabilized through the strengthenedincome-safety net programs which were expanded and introduced in the new farm bill. However the2008 US farm bill tends to weaken and even move backward the market orientation and the reduction ofgovernment intervention in agricultural markets. This implies that US negotiating power in WTO DDAnegotiation on agriculture might be weakened.
