Summary
This chapter presents an overview of the types of costs in regulatory cost-benefit analysis, the types of economic modelling tools that are used to measure costs, and the lessons from environmental economics regarding regulatory alternatives. The findings from studies of pesticide regulation and microbial regulation are summarized. The structure of costs and the market incentives to improve food safety are highlighted. How a systems approach can help to identify the most cost-effective means of improving food safety, particularly for microbial pathogens, is explored. Some questions for future data collection and research are suggested.
